GNS Science responds to Government’s science system reform announcement

Government is reforming the science, innovation and technology system, changing the shape of Crown Research Institutes, including GNS Science (GNS).

The changes aim to build a more dynamic science, innovation and technology system that is responsive to New Zealand’s changing needs and opportunities.

The reform programme includes the creation of a new earth sciences-focused Public Research Organisation (PRO) by combining GNS with the National Institute of Water and Atmospheric Research (NIWA).

Chief Executive Chelydra Percy says GNS and NIWA have a strong history of collaboration.

“We expect these changes will further cement that relationship, strengthening delivery of science and innovation to foster economic growth and resilience and to support the wellbeing of all New Zealanders”.

The formation of Public Research Organisations

New Zealand’s seven current Crown Research Institutes are being refocused to form three Public Research Organisations (PRO) – Earth sciences, bioeconomy, and health and forensic science. A fourth PRO will also be established, focused on advanced technology.   

The PROs will have an increased focus on economic outcomes while continuing to deliver the critical stewardship and public good science and science services needed for a well-functioning modern economy.

GNS is working closely with MBIE, and with a Transition Governance Group formed to oversee the creation of the Earth Science PRO. This group is led by an MBIE appointed independent convener and includes both GNS and NIWA Board Chairs and Deputy Chairs. A second governance group is overseeing the creation of the Bioeconomy PRO.

The Transition Governance Groups are targeting October 2025 for new organisations to be formed. This date may shift as the CRIs work through legal and financial due diligence, and as approval is sought on key decisions.

This date would see GNS coming together with NIWA under the existing CRI Act. The new organisation would continue to operate as a CRI until legislation passes to formally establish the new PROs, expected in 2026.

The Transition Governance Groups will be listening to stakeholders throughout this process to ensure the changes reflect the diverse needs and aspirations of New Zealand.

GNS’ valued relationships with partners and clients remain a priority. Our work continues as normal, and our stakeholders can expect to receive the usual level of service and support. We’ll keep people informed as work progresses in the coming months.
